Beyond conventional lending, the Critical Infrastructure Finance Initiative incorporates a broader range of financial activities. Bank of America will include qualifying primary-market loans, investments, capital markets transactions, and advisory services towards the $250 billion goal. Additionally, the program offers banking solutions and supply-chain services connected to eligible infrastructure initiatives. Financing may be directed to support both corporate entities and individual assets. Digital infrastructure remains a key focus area for the initiative. Eligible projects include data centers, telecommunications networks, semiconductors, computing hardware, and related equipment. The energy segment covers conventional and renewable energy generation, storage solutions, and distribution infrastructure. Core infrastructure encompasses transportation, electricity transmission, grid enhancements, water systems, critical minerals, and mining activities. Program encompasses technology, energy, and vital infrastructure development
According to Bank of America, its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will oversee the coordination of this initiative. All eight of the bank’s business divisions will participate in the effort. Jim DeMare, co-president of Bank of America, emphasized that the focus is on infrastructure supporting economic growth, energy security, and technological advancement. The bank will monitor qualifying transactions over the 18-month period, which will count toward the overarching $250 billion commitment.
Creating jobs and advancing workforce development are also integral to the bank’s goals for this program. Bank of America highlighted that infrastructure projects can generate employment opportunities across construction, manufacturing, technology, and ongoing operations. The firm also advocates for training initiatives delivered through employers, nonprofits, and community colleges. In 2025, the bank allocated nearly $40 million to more than 730 workforce development partners across U.S. markets, focusing on skills training, education, and employment readiness.
Funding efforts will extend through July 2027
During 2025, the bank reported that its workforce partners connected more than 90,000 individuals with employment opportunities. These organizations also provided training, educational, and career-preparedness resources to over 290,000 people. Bank of America clarified that these figures are separate from the new infrastructure financing target. Karen Fang, global head of infrastructure and sustainable finance, explained that large infrastructure projects necessitate coordinated funding across multiple interconnected sectors. Progress will be tracked based on eligible financing activities completed within the program’s duration. The bank stated that its measurement approach aligns with the framework used for its existing $1.5 trillion sustainable finance goal.
