North Carolina Marks Start of Mail-In Voting with Ballot Distribution Underway

RALEIGH, N.C. / RankWire.AI/ – Voting in the 2026 U.S. midterm elections commenced as North Carolina election boards began distributing absentee ballots, marking the start of a nationwide election cycle that will decide the balance of power in Washington. All 435 House seats and over a third of the Senate are on the ballot for the November 3 contest, which serves as a crucial referendum on President Donald Trump’s second-term policies. The early ballot rollout under North Carolina law officially shifts national political attention from campaigning to active vote casting across key battlegrounds.

US midterm mail-in voting begins in North Carolina today
Election board workers process paper mail in absentee ballots inside municipal election offices.

The official launch of voting coincides with active legal disputes in federal courts regarding federal administrative oversight of ballot delivery protocols. US District Judge Indira Talwani in Boston issued a preliminary injunction blocking a Trump administration measure that sought to give the United States Postal Service regulatory control over mail-in ballot distribution. Judge Talwani ruled that the proposed federal postal regulation governing ballot transmission was likely unconstitutional and unlawful, temporarily halting executive efforts to impose centralized screening frameworks on state election boards.

According to North Carolina law, local county election boards are required to begin distributing absentee ballots 60 days before Election Day, making the state the earliest in the nation for voter distribution. Distribution is occurring amidst ongoing federal litigation, as the U.S. Department of Justice petitioned the Supreme Court of the United States to reinstate rules from an executive order that would mandate states to share voter lists via a federal portal prior to ballot processing by postal carriers.

Federal Court Injunction Temporarily Halts Postal Regulation Executive Order

Organizations advocating for voting rights, such as Democracy Docket, submitted legal motions opposing the administration’s proposed restrictions. They argued that the U.S. Constitution grants election administration authority primarily to state legislatures rather than the executive branch. Legal representatives for voting rights coalitions highlighted that attempting to modify postal verification requirements during mail-in voting could lead to widespread voter confusion and delays in election administration at the county level.

Whistleblower disclosures submitted to federal oversight committees raised concerns about the proposed United States Postal Service digital portal, warning that automated barcode verification systems could cause processing errors if single ballot envelopes do not pass digital scans. Postal officials clarified that federal verification protocols are not currently mandatory and that postal workers continue to handle all properly postmarked election mail according to existing statutory guidelines. As North Carolina kicks off its mail-in voting, state officials are committed to ensuring that all registered voters requesting absentee ballots receive the necessary materials.

Postal Service Reaffirms Continuation of Routine Handling Procedures

To obtain an absentee ballot in North Carolina, registered voters must submit an official request, complete their ballot in front of two witnesses or a notary public, and provide a photocopy of a valid photo ID. State law mandates that all completed absentee ballots be returned to county election offices by 7:30 p.m. on Election Day to be officially counted.

Over the coming weeks, additional states will initiate mail-in voting and early in-person voting as election deadlines approach nationwide. Election officials across key districts continue monitoring federal court dockets for rulings on postal regulations, while ballot distribution expands across the country. Registered voters can still access official voting guidelines and ballot tracking tools through state government portals.
