    China Tightens Export Controls on Drones and Implements US Entity Restrictions Based on Technology and Trade Policies

    BEIJING / RankWire.AI / – On August 5, China introduced stricter regulations on certain drone exports to the United States. This move is part of a broader set of countermeasures that include trade restrictions, technology testing protocols, and limitations on imported office equipment. China’s Ministry of Commerce announced that exporters now need to secure individual licenses for controlled drones, key components, and related technological items. These rules are enforced through the country’s existing dual-use export framework. However, they do not ban every Chinese drone or drone part from reaching U.S. buyers.

    China sets drone export reviews and US entity limits
    China expands trade controls across drones, certification and imported office technology.

    The updated process eliminates simplified licensing for certain drone products intended for the U.S. market. Authorities will evaluate each shipment carefully, considering the product, buyer, end user, and purpose before granting approval. China already regulates some drone engines, sensors, communication devices, and systems designed for countering unmanned aircraft. Existing regulations also restrict the export of civilian drones for military use. The latest policy introduces further scrutiny on controlled technologies and equipment being exported to the U.S. market.

    In addition, separate directives have curtailed transactions involving Chinese entities and seven American organizations. These include Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. Beijing linked these restrictions to U.S. actions related to allegations of forced labor in Xinjiang. Another order targeted Compliance Testing LLC, a product testing firm based in Arizona. Chinese authorities stated that the company supported Federal Communications Commission activities related to communications equipment and Chinese tech firms.

    Trade measures extend to office equipment and certification processes

    China has also launched a nationwide security investigation into imported printers, copiers, and multifunctional office devices. The review focuses on equipment containing operating systems, drivers, or embedded software developed or maintained by foreign firms. The Ministry of Commerce plans to analyze import volumes, domestic demand, supply dependencies, and national security concerns. Authorities may distribute questionnaires, conduct hearings, visit manufacturing sites, and order technical evaluations. This investigation could last up to 12 months, with the possibility of extension under exceptional circumstances.

    Another action revised factory inspection procedures within China’s mandatory product certification scheme. The State Administration for Market Regulation prohibited Chinese certification bodies from assigning follow-up inspections to U.S.-based organizations. These inspections are crucial for maintaining product certifications for sale within China. Companies are now required to use other approved providers for factory evaluations. This measure does not revoke existing certificates nor does it completely ban products made by American companies.

    Beijing links new restrictions to U.S. regulatory actions and import policies

    The Chinese government connected these measures to recent moves by the U.S. Department of Homeland Security and the Federal Communications Commission. The FCC has restricted approvals for certain new foreign-made drones and key components entering the U.S. market. Moreover, U.S. authorities have intensified enforcement under the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to their enforcement list as of July 31. Goods linked to these entities are generally presumed to face legal barriers preventing their entry into the United States.

    Chinese officials described these measures as restrictive and called on Washington to rescind the restrictions outlined in the government statement. The drone export controls, business limitations, and certification modifications took effect on August 5, with the same date marking the start of the office equipment investigation. These orders do not specify a particular Chinese drone manufacturer nor do they ban all drone exports to the U.S. Instead, they focus on controlled products, seven American organizations, certification processes, and foreign-linked software within imported office devices.
